About Jill Conrad

Professional Background
Jill Conrad is currently a PhD student in educational policy and an education consultant working on a variety of school reform initiatives locally and nationally. Previously, she served as a Senior Consultant for Policy and Planning at the Mid-continent Research for Education and Learning (McREL, www.mcrel.org), handling government relations with the US Congress, governors, state legislatures, school districts, and other policymakers. During this time, Jill also helped lead a national initiative focused on the future of education, engaging stakeholders in scenario and strategic planning for long term viability in a changing world. From 2004-2007, Jill served as the statewide Director of the Colorado Campaign for the Civic Mission of Schools (www.co-civicmissionofschools.org), a state and national initiative to improve and expand civic learning opportunities for all students—so that all can become informed, engaged, and responsible citizens of the community. Prior to 2004, Jill was an independent educational consultant providing leadership, management, educational policy, advocacy, consulting, fundraising, research, and other services to clients such as the Education Commission of the States, foundations, government agencies, nonprofit organizations, and others at the national, state, and local level.

Civic Leadership and Public Service
Jill Conrad currently serves as an At-Large member of the Denver Public Schools Board of Education. She was elected city-wide to this position in November 2005 and is serving her four-year term that ends in November 2009. Known for her collaborative leadership, Jill is also active in community and civic life. She is a co-founder of the Colorado Civic Canopy (www.co-civiccanopy.org), which aims to engage community members in civic dialogue and is a leader in several community organizations, including:

• Finance & Audit Committee, Denver Public Schools Board of Education

• Board of Directors, Rocky Mountain School of Expeditionary Learning

• Member of the Golden Triangle Neighborhood Association

• Member of the Downtown Denver Residents Organization

• Former Board Chair, Project YES (Youth Envisioning Social Change)

Colorado and Denver Democratic Party Involvement
Jill has been active in the Colorado and Denver Democratic Party for many years. Her involvement and leadership includes:

• Founding member of the Democratic Education Initiative, an initiative of the CO Democratic Party

• Co-Captain of HD 5B from 2003-2005, and member of the Denver Dems’ Executive Committee

• Precinct Committee Person for Precinct 530, 2004

• Led a city-wide strategic planning process for the entire Denver Democratic Party in 2004, resulting in many of the successful Get Out the Vote (GOTV) strategies used in 2006 and 2008

• Active fundraiser for the Denver Dems’ Century Club, the House Majority Project, and other Denver and CO Democratic Party initiatives

• Hosted the 2008 Denver Democrats Holiday Party

• Co-chair, Cindy Lowery for House District 8 Campaign, 2008

• Active volunteer in many local, state, and national political campaigns, including Bill Ritter for Governor, Referendum C, Barack Obama for President, the DPS Bond & ProComp campaigns

Lifelong Learner
Jill believes in the value of lifelong learning. She is currently a PhD student in the Educational Leadership and Innovation program at the University of Colorado at Denver. She received her Master's Degree in Educational Foundations, Policy, and Practice from the University of Colorado at Boulder in 1997, and her Bachelor's degree in Communication and International Affairs from the University of New Hampshire in 1991. Jill has also participated in several leadership development programs including:

• Executive Education for State & Local Government, Kennedy School of Government, Harvard University, 2008

• Support small businesses with tax incentives, credit, and strategic partnerships that get the economy moving again

• Improve regional transportation infrastructure, technology communications, and the talent of Colorado’s hardworking people

• Continue creating green jobs—in rural and urban areas—and promote other innovative new industries that fuel economic growth

Education is the economic & civic engine for the future of Colorado. We must:

• Improve education for all students and ensure that all students have access to higher education,  careers, and democracy--as the civil rights movement of our time

• Stabilize long-term funding for all levels of education, preschool through higher education and career training, at the state and local level

• Ensure a collaborative approach to reform and innovation—so all improve and are part of the solution

A quality and affordable health care system is the human right of every citizen. We must:

• Work toward a single-payer system that provides access to health care for all Coloradans while keeping the costs of healthcare low and affordable to all

• Ensure that provisions for mental health and disabilities are included

• Focus on education and prevention emphasizing healthy food choices and healthy lifestyles

Quality of life is important at every stage. We must:

• Ensure that all Colorado children get off to a healthy and promising start

• All hard working Coloradans have the chance to work in a good job, earn a living wage, and experience pride in their work and as members of the community

• Make sure that older Coloradans can retire with dignity at the end of their lifetime of hard work
