U.S. Plans Roadless Forests Guideline

U.S. Agriculture Secretary Tom Vilsack visited Colorado and declared that there will be a national plan for managing roadless forests.  He did not discourage Colorado's efforts to develop its own plan, and lauded Gov. Bill Ritter's efforts to build consensus.
