Resolution in Support of the Referred Ballot Measures (P, Q, and R)
Proposed Resolution in Support of Amendments P (Regulation of Games of Chance), Q (Temporary Location for the State Seat of Government), and R (Exempt Possessory Interest in Real Property)
WHEREAS, Amendment P transfers the licensing of games of chance from the Department of State to the Department of Revenue, a move that both departments agree is more practical and efficient, and allows the state legislature to change the department of oversight and the requirement that an organization exist for five years with a dues-paying membership to qualify for a license; and
WHEREAS, Amendment Q establishes a process for moving the state seat of government to a temporary location during a declared disaster emergency—a provision not currently covered in the Colorado Constitution; and
WHEREAS, Amendment R eliminate property taxes for individuals or businesses that use government-owned property for a private benefit worth $6,000 or less in market value, thereby reducing the administrative burden of collecting a tax that in many cases costs more money to collect than it brings in to local governments (often less than $10); and
WHEREAS, The Democratic Party of Denver believe in representative government and has confidence in the wisdom of our democratically elected State Legislature, which has referred these measures to the ballot;
THEREFORE be it RESOLVED, that the Central Committee of the Democratic Party of Denver supports Referred Amendments P, Q, and R, and urges a “Yes” vote on the lettered measures on the General Election ballots cast on or before November 2, 2010.
