Is the new jail the best use of our criminal justice resources or are we needlessly locking people away?  Denver City Councilman At Large - Doug Linkhart will give the Downtown Democratic Forum attendees the full scoop.  In 2004, Mayor Hickenlooper appointed Councilman Linkhart to The Justice Center Task Force.  He has been a major voice in shaping the project ever since.
